How to download cbr files on ipad

I have an ipad mini and would love to port my comics to it but cannot seem to find a good app to do so. They are all cbr files and I tried downloading media fire to transfer them but can't figure do so. Is there anyway I can get them on here? Would it matter if all of my comics were downloaded from the internet for free (it is legal in my country)?
